Bill for opening up more for blue collar job needs more reform before it gets passed

The bill on opening more for blue collar jobs is being discussed in Japan parliament. The opposition parties and also activists are demanding more reforms in favor (more pay scales & PR) of the foreign workers before it should get passed.
As per the report,
Some one opposition party are bit in opposition to passing the bill since in the past there have been cases where interns (non-Indians) were exploited for time and went unpaid for overtime when it started from 1993.
Under the one if the activities under “Skill Development” program of Indian Government.
But Indians preparing and participating as an interns have been recent and so far no such reported from Indian interns. Also lot of work reformed have taken in recent history of japan, so Organizations selected by Indian government are still optimistic about it and are in favor that there is a lot of scope for interns to come to Japan. It might take some time to develop but things might change for good in future.
