Edogawa-Ku Hazard Map – Flood Disaster (English Version)

Typhoons in Japan occur the most from July to October, especially in August and September. According to Japan Meteorological Agency, about 25 typhoons occur and 11 approach a year on average in the past thirty years.

As you might have heard that Tokyo metropolitan and Edogawa-ku in particular are preparing citizens to be ready for what to do in case of Flooding/Torrential rains/High Tide Flooding/Typhoon etc in the City. There is nothing to panic but be prepared well. The possibility of this happening is still we are trying to understand from the authorities.

Following are the quick points you must know along with the whole manual below it. Please go through it since it is for you and your family/friends. Think in this order : Learn, Plan, Prepare & Think of Others/Communicate.

Please ask questions if not covered in this so that we can try to collate the info at this one location for others to refer too in future.

The message is very clear “Don`t stay back in the area of flooding, prepare & evacuate” !
1. Edogawa City is surrounded by the Arakawa River, Edogawa River, and Tokyo Bay; therefore 70% of its land area is below sea level*. Edogawa-Ku and Koto-ku, since being near sea level will be affected. Basically the water from the other areas like Saitama, Tochigi & Gunma flows towards this area and meets the sea

2. What happens if floods occur?
– Due to the effects of global warming, huge typhoons and heavy rains that have never been experienced before are occurring. As a result, large-scale flood damage caused by floods and storm surges has occurred around the world.
– Most areas in the Edogawa ward where most areas are in the zero meter Sea Level zone will get flooded.
– Not only Edogawa ward but also other 4 big cities will be flooded like Koto, Sumida, Adachi and Katsushika.
– More than 90% of the population in the five districts is around 2.5 million which will be affected.

No, it won`t be just Edogawa-Ku that will be affected

Take Precautions:

3. What should one do ?
– It is dangerous to stay in the city during floods
– Don’t miss the timing of evacuation. Let’s actively collect information.
– Use public transportation to make early evacuation. Let’s keep it in mind.
– Going out of the 5 districts of Edogawa/Koto/others mentioned above is the safest suggested option. Let’s evacuate to an area where there is no danger.
– Confirm places of relatives/person/friends you know outside the ward. Also confirm evacuation place near your office areas. Also try to remember the road by foot.

If one cannot travel longer outside the zone, what to do ?

4. How to Evacuate:

– When there is a risk of a huge typhoon or heavy rain that requires evacuation in a wide area Information will be announced to call for regional evacuation in a joint manner in the 5 districts of Tokyo.

– This is how one`s thought process should be
Before 72 Hours – Start preparing for evacuation anytime
Before 48 hours – Evacuate to a safe place outside the ward (needed person and elderly people, those who can evacuate at this point)
Before 24 Hours – Immediately leave the city
Before 9 hours – Evacuate to a nearby evacuation site because you can not evacuate in a wide area [Regional disaster prevention base, shelter facility (primary and secondary school) and nearby strong buildings Such as high places not to be flooded
