It will not be an overstatement that if you need to learn how to keep a county clean, Japan is the country to learn from. Following the concept of Recycle, Reuse & Reduce, Japan is well equipped with a lot of big recycling plant were thrown materials are recycled and then used in manufacturing again. But this will never be possible if the separation of garbage is not meticulous at the source.

NOTE the 4 point rule! 
So near every major building/group of buildings, there would be a garbage area where the big containers for Combustible and non-combustible are kept (Plastics). Residents need to carry the garbage collected at home in big polythene and dispose of it where they belong.
