Osaka and Tokyo in the 2024 Liveability Rankings: Insights from the Economist Intelligence Unit

In the latest Economist Intelligence Unit’s 2024 Liveability Index, Osaka has secured its position as the ninth most livable city globally, distinguishing itself as the only Asian city in the top 10. Tokyo, on the other hand, follows closely behind at 14th place. This ranking is a testament to the rigorous evaluation by the EIU, which assesses cities based on key criteria including education, stability, healthcare, culture, and infrastructure.

Vienna continues to dominate the rankings, maintaining the top spot for the third consecutive year with outstanding scores across all categories except culture and environment, where it fell slightly due to a lack of major sporting events.

Akshay Rathi, a senior data analyst at the EIU, highlighted that Osaka’s edge over Tokyo this year stems from its superior housing quality, despite both cities performing similarly across most categories. Tokyo, renowned for its robust public services and security, remains a standout in the top 20 despite its gradual decline in rank since 2022.

Reflecting on historical data, Osaka held the second position in 2021, while Tokyo ranked fourth, underlining their consistent high performance until recent fluctuations. The pandemic-induced shifts in city rankings have been notable, with Osaka steadily ascending and Tokyo experiencing fluctuations that have kept it out of the top 10 since 2022.

Beyond the rankings, Osaka is celebrated for its vibrant, cosmopolitan culture, reinforcing its status as a dynamic economic hub in Japan. Meanwhile, Tokyo’s strengths in stability and healthcare have consistently earned it acclaim, though its overall ranking has slightly diminished over recent years.

Looking ahead, the 2024 index reveals an overall increase in city scores driven by advancements in healthcare and education across developing nations. However, global stability has faced challenges amidst rising conflicts, contributing to shifts in livability ratings worldwide.

In conclusion, while Vienna remains the pinnacle of liveability according to the EIU, Osaka and Tokyo’s positions underscore their enduring appeal and the ongoing evolution of urban liveability standards globally.
